Sauté the onion, green and yellow bell peppers, and garlic until tender in oil in a large pot over medium heat. Add the turkey and cook until brown. Mix in the tomatoes and pumpkin. Season with chili powder, pepper and salt. Reduce heat to low, cover and simmer 20 minutes. Top with cheddar cheese, sour cream and scallions and serve.
